Need your help bad. Bad neighbor shining light in my Mom's house?

This started last year. My Mom's neighbor started putting stuff on her land. First piles of firewood and then an old pontoon boat. My Mom didn't want to make waves, and so she bought some evergreen trees so she could put them up on her land so they wouldn't be able to put stuff on her land and wouldn't have to see ugly stuff they put on the side of their house. Well, they blew up and went to the association and had them write a letter. The trees weren't even up yet. The neighbor and her friends were actually on the board and said she couldn't put trees on the lot line. The neighbors house is almost on the lot line and other people's fences and houses are on the lot line and they have concrete driveways, all which are illegal, but they yell at her for "thinking" about putting trees up. So fine, my Mom puts them 5-10 feet in. They don't talk for a year and my Mom is out weeding and the neighbor is drunk and comes out yelling at my elderly Mom. She had put a spray paint line on the grass on her land. She just wanted to know about where it was. It's a small 2 foot spray painted black line on grass and dirt. I think he thought she was getting ready to do something which she wasn't. So next thing you know they start blasting two radios towards her house with two different stations playing. People driving by were stopping to see what was happening it was so loud. My husband called the police because it was obvious they were trying to intimidate and upset her. They came and told the neighbors to stop being childish. Then the next day they put up this HUGE halogen light. It's been a week and my Mom's hardly gotten any sleep as her whole house is lit up. Even the neighbor on the other side of her complained as it lit up their place. My husband stopped at the police department today and was told it's not illegal unless it was a spot light which it isn't. What can she do? She's 70 years old. She keeps to herself. She actually fell from an area in her house trying to close some blinds on a window that's up high, becaues of this. She just wants to be left alone and not be sick to her stomach about what their going to do next. She doesn't want to get them back doing something like their doing. She wants this to stop. She lives in Illinois in Lake County. Any help is greatly appreciated. I just feel so bad for her.
She did go buy stuff to darken the two windows the light comes in. We're just waiting for what else their going to do. I don't think we can sue as the police said unless it was a spot light, it's not illegal. So we're at a loss. We are hoping that their bill will be so high that they will turn it off. We can't break the light as then we'd get in trouble as wonderful a thought that is.


Blinds. Simple as that. For sale at any Home Depot. If she ignores them, they'll soon see their huge electrical bills and turn the light off.
