Ok last summer we had about 12-14 people on board our new pontoon boat and the front half went under water when we started going in the middle of the lake, Im sure it was b/c of the weight from 14 ppl but when it was just me, mom, & dad why did it start going under??? We were all in the middle of the boat sitting on the couches except my dad that was driving the boat. It is very disturbing being on the boat when it starts going under water. Has anyone else had this type of problem and why?
Your pontoons are no doubt sectioned, allowing water in only certain areas. "thank goodness".
Tap the front sections as compared to the rear and they should sound different if one has water.
Pull it out if you have a trailer and look for a leak.
Lastly, for safety and peace of mind, have your dealer test it.

I currently am using a green neon, 4' long light that floats straight down in the water for night crappie fishing. It doesn't work as well as white lights. I do have a couple of floating lights bought from Wal-Mart. What I would like is some way to attach or be attachable upon reaching the fishing area white lights around the boat that will be able to run off 12 volt batteries, i.e. car battery or marine battery. Does anyone currently have such a system or have any ideas?

what I've done with my lights (I use one green submergible and one white floating white spot -- have never really done any good at night, but I haven't given up yet), is to get a couple of those 12V accessory plug-in (cigarette lighter plugs), find 'em at walmart in the RV accessory section.
replace the clamps on the lights with 'em.
While you're in the RV section, pick up a couple of accessory sockets.
next, go over to automotive electrical and get you some 14-gauge automotive copper strand primary wiring, some crimp-on ring terminals, and a couple of toggle switches. Also a couple in-line fuse holders and some 2-amp fuses.
assembly is pretty straight-forward -- ring terminals on wire for the battery pos and one for battery neg. Wire from battery pos (add fuse holder close to the battery), to switch, to socket, then back to battery neg.
install the sockets & switches on your helm, or any convenient place on the boat.
if the lights are installed permanently, you can just omit the sockets & plugs and wire the lights directly to the switches.
But please don't leave out the fuses.

I found a site that uses plywood http://www.jemwatercraft.com/pontoon.php , drums, and pvc. My boyfriend wants to make a small pontoon, between 6 and 12 feet long, out of 10" or 12" pvc. What is the best way to make it? It's going to be used on a river for fishing, primarily shallow, he only wants a trolling motor and some oars in case the motor runs out of battery.
here is a great site on building the rebel cat sailboat (a pvc pipe sailboat) you can take the hull shape idea and use it to design your boat. he uses traffic cones to streamline the stern ends of the pvc pipe and heats and shapes the bow ends of the pipe to a point.

I've looked around online a little and havent come up with much. Im lookin to build my own boat to fish from mostly something in the 12'-14' range. Plus it would just be cool to say "hey i built that". Many thanks for any help. Oh and also free plans are even better.
No, you won't find much online. Free plans are a waste of time, I'm afraid, they're often incomplete. Your best bet is to buy some design software and draw up your plans yourself. It's much easier than you think and it would be better to be able to say "hey I DESIGNED and built that!" The software I use is under $40 and it's superb. I've put a link below to where I got mine from.
