great thing about RIBs is, the transom cones. they will allow you to support heavier engines than a standard boat of the same size. however, in this case, 3hp is negligable and the weight will be insignificant. i run a 75hpon my 18foot rib, which i designed and built myself, and it designed to take 120hp, another one was built at the same time, and he has a 200hp suzuki on that, and last i saw i, it was still running fine.

i have been out at althorpe island fishing for snapper and ive looked up and seen about a twelve footer with scuba divers on it they stopped about 100 metres from me and went diving for crays right at the edge of the island as it is very deep water away from the island
i couldnt beleive it mad barsteds,its white pointer country there, what with the sealion colony nearby.
althorpe island is aproximately 7 nautical miles offshore at the bottom of the gulf of carpentaria and spencers gulf in south australia
the water here can change drasticaly in mins from dead calm to slop that big you get lost in the troughs of the waves and cant see land until you get back on top of the swells and chop
so the answere is yes you can go out as far as you like provided you know what you are doing but certainly not recomended

Me and a friend want to buy a RIB (rigid inflatable boat) of about 15 horsepower really cheap (possibly under £100). We have looked on ebay and various others but cannot find one that is complete (with motor included) and that is small enough. Does anyone know where i can buy one and who from? It would be best if it was in or near the North of England

Not sure if you'll be able to find anything for less than 100 (well, nothing that floats). You'll probably have to fork out a few more dollars for a good inflatable. I've seen them at various marine supply stores (Pride, Overton, West, etc.) West Marine has web coupons that may ease the pain a little. I'll venture a guess you're referring to "surf boat racing". Here are some pictures down below. These current surf boats may not have ribs, but the older ones did.
