The class 1 hitch I'm looking at lists a 1000 lb GVW capacity and 2500 WC. I'm mounting it to a Subaru Forester so will not be pulling much weight anyway.
Possibly a small fishing boat, utility trailer, or very small pop up camper or Scamp type lightweight camper.
Class 1 (Class I) hitch
Trailer hitch with capacity of up to 2,000 lbs gross trailer weight and 200 lbs tongue weight.
Class 2 (Class II) hitch
Trailer hitch with weight-carrying rating of up to 3,500 lbs gross trailer weight and 300/350 lbs tongue weight.
Class 3 (Class III) hitch
Trailer hitch with weight carrying rating of up to 5,000 lbs gross trailer weight and 500 lbs tongue weight. Also sometimes used to refer to a hitch with any 2" receiver, regardless of rating.
Class 4 (Class IV) hitch
Trailer hitch with weight carrying rating of up to 10,000 lbs gross trailer weight and 1,000 - 1,200 lbs tongue weight. Although many times any hitch with a capacity greater than 5,000 lbs gross weight is referred to as a Class 4.
Curb weight
The empty weight of a vehicle full of fuel and all fluids. Curb weight does not include passengers or payload.
Gross combined vehicle weight (GCVW)
Total combined weight of the two coupled vehicles, including all passengers and payload.
Gross trailer weight (GTW)
The total weight of a trailer including all of its contents.
Gross vehicle weight (GVW)
The total weight of a vehicle including all of its contents and passengers.
Gross vehicle weight rating (GVWR)
The weight specified by a manufacturer as the recommended maximum weight of a vehicle when fully loaded.
Payload
The transported load. Freight, excluding the weight of the trailer or tow vehicle.
Tongue weight
The downward weight applied by the towable equipment on the hitch ball. Generally tongue weight should not be more than 10% of the gross trailer weight.
Weight carrying hitch
Any hitch used without a weight-distributing system. Some hitches are designed and clearly marked "weight carrying only". Some hitches are weight carrying with weight distributing ability and will have a dual rating – "weight carrying (WC) 5000 / weight distributing (WD) 10,000", for example.

Use on tow dollies, small trailers, pop-up campers, lawn tractor tires, compact cars, ..etc. etc.
I'm building a lightweight floatation platform, sort of like a pontoon boat, except the pontoons fold up really tight so the thing can be easily towed behind my Toyota Matrix. (trailer/pontoon has fold-up trailer wheels).
I've tested a 1/10 scale model and it works fine, so I'm building the full sized model now.
I want to tow it to boat launches in Florida, and then use it to go to the Bahamas, Cuba, and many other places, and then actually drive around these islands (towing my trailer) instead of just seeing the areas around the harbor.
But, If I do travel to Cuba or Bahamas, do I need any special licence plates or government paperwork to allow me to simply just drive around with the locals?
And in this economy, do you think that visiting this way would be safe? I just read a story of how tourists in Mexico are being beat up just for the money they are carrying with them. So with everyone getting laid off, is it still safe to be a tourist, or would I come face to face with a guy with a gun, asking for me to hand him the keys to my car?
It is safe for you even as an American to travel to Cuba. Cuba is not like Mexico. However, bringing your car to Cuba with a trailer won't work.
But you can travel to Cuba via sailing. These are the specfications for such travel:
If you are sailing to Cuba, be sure to contact port authorities before you reach jurisdictional waters (12 miles from the base line). Use these communication channels:
-HF (SSB) channel 2760 (national coastal network) and 2790 (tourism network); or
-VHF channel 68 (national coastal network) and 16 (tourism network).
Port authorities will ask you for the following information:
-name of yacht
-flag
-port of registry
-last port of call
-port of arrival
-estimated time of arrival (ETA)
-type of craft
-colour of craft
-number of persons on board.
You must follow the instructions given by the port authorities and remain on board until all legal formalities are concluded.

Boating equipment can be a wide and diverse subject. When you take up the sport of boating, the amount of equipment you need is as complicated or as simple as you want to make it. But the basic boating equipment that everyone needs includes a boat and a trailer.
The boat, obviously, is a no-brainer. You have to have a boat in order to participate in the sport of boating. But your most important piece of equipment is your boat trailer. It’s essential that you match your boat trailer to your boat. This will depend on the size of your boat mainly, but there are other considerations to be thought about as well.
What is the size of the vehicle you will be using to tow your boat on the trailer? There are some lighter weight trailer models that can accommodate vehicles with less horsepower. Ideally, you’ll want a four-wheel drive truck that can handle both the boat and the trailer easily. But if you just have a small truck, look into a lightweight aluminum trailer that is easily towed by a smaller truck.
