Boat Trailer Wheel Lock

Double axle trailer--only the front wheel on the port side locks up. Checked brake fluid level already. We have a gravel driveway and it locks so hard it's digging ruts. Any advice on what to do?
We think it's something wrong with the surge brakes, because it will roll for about 6-10 feet before it locks up.

Your brakes are grabbing.
Forward, you will have to them repaired
Reverse, block your surge brakes with something to keep the tongue from riding back. I have used anything between a bolt and a piece of 4 by 4. Yeah, no kidding.

It hasn't seized on because it was removed only a few months ago, and hasn't been used since...kept in garage.
The nut goes on the spindle, and what looks like a washer on after that. The washer looks to be welded to the nut at two opposite ends. It seems this is locking it somehow.

Could it be a lock tab of some kind?Is it wheel nuts your describing?It sounds like your trying to remove the nut in the centre?Which will be the wheel bearing nut.Wheel nuts usually go onto wheel studs ,which are threaded.The nuts have one end cone shaped which locates and holds the wheel on.

I don't know whether the bumper repair would be covered under Comprehensive or Collision. Would the boat trailer sliding forward on its own be considered vehicle hitting another vehicle (collision) or act of nature (comprehensive). The truck was parked & locked when this happend. The boat trailer was also unhitched, parked, and wheel chocked however high wind pushed the trailer forward knocking it off the chock stop.

I would handle this as a collision loss.

I have a boat trailer and it has set outside for a few years and its pretty old and I tried to move it and the left wheel wont move its locked up, it wont even budge the right wheel moves fine
any suggestions on how to fix this problem without getting a new one

Sounds like the seal leaked and water got into the hub. Jack up the wheel and put on a jack stand. Remove the hub cap - removed the cotter pin - remove the outer nut and washer - wiggle the wheel and hopefully the outer bearing will pop out. Yank on the wheel and it should come off. Go to tractor-supply or northern and get a set of wheel bearings. Knock out the old wheel bearings and using a brush and solvent - clean the rust out. Install the new bearing races and pack wheel bearings with grease. Install a new seal. Clean the spindle. Install the hub and outer bearing. Tighten completely - spin the wheel - tighten a little more then back off 1/8 of a round. Reinstall the hub cap.
While you're at it - might as well repack the bearings on the other side as well.
