The part where the ball is helf together by the hydralic brake coupler on my boat trailer moves in and out of the rest of the brake coupler casing. When I accelerate the front piece extends and when I brake, the front piece retracts back into the Brake Coupler Housing and consequently, feels like the Boat is slamming into my car when I'm trying to come to a complete stop.
And similarly, when I accelerate back up, the car moves, and it takes about 6 inches for the front piece of the brake coupler (attached to the ball hitch) to fully extend, at which point the car starts to pull the trailer and the boat.
This is normal? I heard it was a safety feature but it sure doesn't sound or seem like it. The boat literally slams into and out of the Brake Coupler housing. Do I need to get new parts? Is this safe?

Your trailer braking system is not working correctly, and needs repair. It may or may not be the hydraulic coupler, but it is more likely that the brakes on the axle need service. The coupler has the part that holds the fluid and actuating mechanism, but the brake shoes and drum are on the axle. when they sit for long periods they get frozen in place and they are the parts that get wet when you put the trailer in the water. you need to take the trailer in for service.

I bent the tongue right under the coupler. The trailer drives fine, but I am a little concerned about the way the trailer is tracking.
The trailer is a venture bunk trailer.
If you can take the piece off, you can make a place in the ground and drive over it. Another way is to pound it out with a mall. Your best bet is to find a piece of square stock smaller than what is there, drive it in and it will help.
Are boat trailer actuators necessary or can I replace my current worn out acutator with a standard or basic tralier hitch coupler?? I' d rather spend the $100 less in parts for the basic hitch set up. Its a dico 60 rated @ 6000 lbs. the trailer holds an 18' ski boat aprx. 2500 lbs.
It might be a legal issue, depending on your state, if you disable a safety device, and there is an accident it would be held liable. A lawyers dream so to speak.
Your trailer and boat will probably exceed the 3000lb limit imposed by most states for towing without brakes.
The 6000 lbs rating is pretty much a standard for axles and brakes.
