Why would you want to pay anything for a boat with a blown engine? Unless you are a Marine Mechanic with a lot of extra time on your hands, I can't think of one good reason you would even consider it. Especially now... with so many great used boats on the market at some of the best deals of the century.
For the past few years, I have been seeing some of the greatest and most unbelievable used boat deals in my 40 year boating history. With all this going on, I simply can't believe anyone would consider buying a boat in today's market that doesn't run.
If you want a great boat, that runs, and at a steal of a deal... you just need to spend some time where all the boats are... Get to the Marinas, and to the water... be patient and "work" at finding yourself a fantastic deal on a used boat that you can take for a test drive, and put it through its paces before you buy...
The deals are there, you just have to find them.
Besides, you have no idea of what else could be wrong with that boat, and you won't know until after you buy it, and spend the money to get it running. How do you know the transmission works? What if it pulls hard to port? What if it doesn't float level in the water? Or won't plane?
Believe me, you are better off knowing the answer to all these questions - before you buy.

Is this too many hours? How long until engine mantinance? This will be used for cruising around and for water sports like tubing, wakeboarding, kneeboarding and skiing. Is this enough hp for that and with some people on board?
I've taken this exact problem to my mechanic and good friend...he does alot of boat work, inboards and outboards. He says you can get 1000 hours EASY, if the engine is maintained, winterized and taken care of--he can get 2000 hours out of a good motor.
I bought a 1997 maxum last season, it had 380 hours on it--thats a ten year old boat. This boat you speak of is about 6 years old? She comes with a lot of hours for its age--just means the folks that owned it took her out--like they should!
I would ask why they want to sell it, what kind of maintenance records do they have? Plus any problems with the motor, and lower unit? Check the NADA value and see what your mechanic thinks.
190 HP? Assuming that's V-6? That should tow anything you want--just have to watch how many people you pack into the boat itself.
